Overview

MCL has an immediate vacancy for Compliance/Assurance Manager for the PPP project, Sellafield

 

Location:  Minimum 3 days per week on site, Cumbria - remote working for 2 days

 

Duration:  Initial six month contract

 

Rate:  £60-65.00 per hour

 

Candidates will be required to undergo SC clearance

 

The role is likely to be outside IR35 but the final decision will be made after a Qdos assessment.

 

Responsibilities

 

Role Responsibilities:

 

The Assurance Manager will lead the development and embedment of the PPP Assurance governance, structure, stakeholder engagements and proactive support to the projects.

 

Main duties include:

  • Collaborate with PPP Capabilities, Sellafield (SL) and Intelligent Customer (IC) assurance providers to identify project assurance requirements. Assurance Manager to act as main conduit for coordinating engagement and assurance in PPP projects.
  • Lead the Integrated Assurance and Action Plan (IAAP) optimisation:

o    Inflight projects IAAP leadership and oversight.

o    Coordination of PPP / LP gate assurance activities.

o    Identify and coordinate PPP Services ‘Business’ Assurance.

o    Support and coordination for tier 3 assurance activities.

o    IAAP Integrated Assurance SCN development.

o    Resourcing for IAAP Integrated Assurance business case.

o    Report to SCN integrated Assurance demander on progress / programme.

  • Support in project readiness for SPER, IPA and Get to Gate processes regarding requirements from PPP.
  • Develop, maintain and continually improve the PPP CMP and associated governance.
  • Ensures consideration is given to:

o    project ‘get to gate’ and business case requirements, key risks and opportunities, Project Wide Objectives (PWOs) and other milestones during assurance planning (including cost, schedule and quality).

o    Minimise risk and impact associated with assurance activity and maximise opportunity through a Progressive approach to assurance.

  • IAAP management:

o    Set Standards & Expectations through an exemplar IAAP i.e. - PPP IAAP format, behaviours and management of IAAPs, meetings requirements and communication feeds around IAAP’s.

o    Embed standards and expectations into engagements with projects and functions i.e. Monthly IAAP meetings with projects.

  • Communication at various levels of the organisation:

o    Create branches and connections with difference functions/capabilities for assurance.

o    Liaise directly with Sellafield Assurance team to identify and agree PPP requirements.

o    Establish monthly drumbeat meeting with PPP Services (QA), ADT Assurance Leads and IC to review assurance performance and schedules against IAAP milestones (tier 2/3).

  • Manage the Portfolio level IAAP (Client held IAAP) – use it as a Management Tool for PPP Services to manage projects and maintain information feeds & alignment with Client,
  • Support development of project specific:

o    PPP Project Assurance Plan.

o    Project schedules to incorporate assurance requirements.

o    Action trackers for key assurance readiness reviews.

  • Develop a PPP wide IAAP training programme for project and function teams.

 

Specific: 

 

The Compliance/Assurance Lead will coordinate the support needed by Projects on Project Assurance activities within the PPP portfolio. Identify and build relationships with capabilities within PPP, and IC/SL and collaborate with those teams to identify and coordinate PPP Services Assurance at Tier 2 and external assurance at Tier 3. This includes understanding risk, key milestones, sanction and governance points, KPI's, PWO's etc. The role will support projects in planning all Tier 1, 2 & 3 Assurance activities at pre-transition to PPP and post-transition. The role would also develop optimised IAAP and implement IAAP optimisation. Provide a programme level reporting mechanism on assurance activities, project assurance implementation progress and LFE where required.

Experience, Skills and Knowledge:

 

 

Qualifications

 

Essential:

  • Minimum of 15 years of relevant experience in the infrastructure industry, with preference for Nuclear power projects.
  • Proven leadership skills and a substantial track record of influencing and working effectively across all levels in the organisation including management.
  • Understanding of APM approach to assurance
  • Experience of working with integrated teams in a collaborative environment.
  • Excellent communicator and team builder.
  • Experienced in coaching and training of teams in project.
  • Demonstrates good written, oral, comprehension and presentational skills.
  • Hold or be capable of obtaining government clearance (SC/SL – Nuclear).
